8. Salary Commission Update: The process for the 8. Salary Commission is gaining momentum and employee unions have started submitting their demands. If adopted, these proposals could bring significant changes to salary structures, allowances and pension benefits for central government employees.
A new memorandum submitted by the Joint advisory apparatus of the National Council (Staff Side) proposes a major overhaul, including merging the Dearness Allowance (DA) with base salary, increasing several benefits by three times and linking allowances more closely to inflation.
8. Pay Commission Update: DA merger at 25%
One of the key demands is to merge Dearness Allowance (DA) and Dearness Relief (DR) with basic salary and pension once it exceeds 25%. Currently, DA/DR is around 60% after the government recently implemented a 2% increase.
The memorandum clearly states: “Prices should be calculated based on market rates and not on government rates which vary up to 25%. We have suggested that the 8th CPC may recommend merger if the DA/DR exceeds 25% with basic salary and basic pension.”
This proposal is crucial because the DA will be reviewed twice a year to adjust for inflation. By merging it with the basic salary, the salary base and the pension amount would increase permanently. It could also increase related components such as House Rent Allowance (HRA), tips and retirement benefits.
The HR side also emphasized that DA should remain fully linked to inflation, but should be periodically pooled to avoid distortions in the wage structure.
8. Pay Commission Update: Why changes in DA calculation are needed
The memorandum highlights several shortcomings in the current DA calculation system:
- The Consumer Price Index (CPI) may not reflect actual employee spending patterns
- The existing 12-month average lags the true impact of inflation
- A change to a 6-month average is proposed, which is based on the DA revision cycles
- It was proposed to use market prices instead of government-controlled tariffs
These changes aim to make DA calculations more realistic and responsive to actual changes in the cost of living.
8. Wage Commission update: HRA revision; Up to 40% of base salary
With housing costs soaring, a major overhaul of the House Rent Allowance (HRA) has been proposed:
- Category X cities: 40% of the basic fee
- Category Y cities: 35%
- Category Z cities: 30%
Additionally, the proposal recommends linking the HRA to the DA so that it automatically increases with inflation. The city classification should also be reviewed every five years. A key new demand is the introduction of an HRA for retirees, which could provide additional financial support after retirement.
8. Pay Commission Update: Proposal to triple key allowances
To counteract the rising cost of living, the human resources side has proposed tripling several allowances:
- Transport flat rate → 3-fold increase
- Daily allowance (travel allowance) → 3-fold increase
- Patient care / nursing allowance → 3-fold increase
- Uniform allowance → 3-fold increase
It is also proposed that most of these allowances be linked to the DA to ensure automatic adjustment for inflation.
8. Salary Commission Update: Risk and Hardship Allowance: Minimum ₹10,000
Employees working in high-risk sectors such as railways, defence, healthcare, sanitation and fire services could benefit from risk and hardship allowance of at least ₹10,000 per month. It is also proposed to link this allowance to the DA to ensure a regular increase over time.
8. Pay Commission Update: Travel and Working Conditions: New Requirements
The memorandum also includes operational improvements:
- Air travel should be permitted for all employees on official duty
- The use of AC taxis should be permitted for road transport
The reason for this is that last minute travel often complicates train bookings and reduces efficiency.
8. Pay Commission Update: Concerns about overtime pay and workload
The document highlights staffing shortages that force workers to work longer hours, often without adequate compensation.
It is proposed that employees not covered by the Factories Act should be provided overtime pay at a uniform rate on the basis of Basic Pay + DA.
8. Pay Commission Update: Educational Benefits and Family Support
The memorandum calls for comprehensive changes to education-related benefits:
- Child Education Allowance (CEA): ₹10,000 per month per child
- Hostel Subsidy: ₹35,000 per month
- The insurance cover extends to postgraduate and professional courses
- Additional support for Divyang children (with disabilities).
These changes aim to reduce the financial burden of education on public employees.
8. Pay Commission Update: Other key suggestions
In addition, several additional demands were made:
- Additional qualification allowance: 10% of the basic salary
- Cooking allowance: increased to ₹3,000 per month
- Removal of the upper limit for surcharges in the sports sector
- No basic wage cap for night shift supplements
Current status of the 8th Pay Commission
The government has already announced the terms of reference (ToR) for this 8. Salary Commissionwhich paves the way for a review of wage structures, allowances and pensions. Although the Commission has not yet presented its recommendations, these memoranda provide a clear picture of the demands of the workers’ unions.
8. Pay Commission Update: What This Means for Employees
If these proposals are adopted, central government employees and pensioners could see:
- Higher base salary due to the DA merger
- Significant increase in monthly net salary
- Better inflation protection through DA-linked allowances
- Improved pension and retirement benefits
However, the final outcome depends on the Pay Commission’s recommendations and government approval.
